Pay below the minimum wage is most common in rural districts, and by sector it is highest in agriculture and in private households, which is domestic work. Business Day reported on 29 September 2026 on a study for the National Minimum Wage Commission. The minimum for a domestic worker is the same everywhere in South Africa: R30.23 an hour from 1 March 2026, in a city, a rural town or on a farm. Only money paid for her ordinary hours counts towards it, so food does not.
What the report says
- A study for the Commission by the Development Policy Research Unit at the University of Cape Town (June 2026) found that the share of employees paid below the minimum is highest in rural districts. Joe Gqabi in the Eastern Cape had the highest estimate, at 81%.
- The Commission's own 2026 proposal (Government Gazette 53844, 11 December 2025) says non-compliance is highest in agriculture and private households (domestic work).
- The district figures are survey estimates of the upper bound, and the authors say the survey is not designed to be precise at district level.
What it means for a household
- One national minimum. R30.23 an hour applies to domestic workers everywhere. There is no lower rural rate, and no separate rate for a smaller town.
- The 4-hour rule. Any day she works is paid as at least 4 hours: R120.92.
- Food does not count. Only money paid for her ordinary hours counts towards the minimum. Meals and transport you provide are not part of it, and food can never be deducted from her pay.
- Monthly figures. 40 hours a week is at least R5,239.87 a month; 45 hours is at least R5,894.85 (weekly pay times 4⅓).
Will it go up to R33 in March 2027?
That has not been decided. The union federation Fedusa asked for at least R33 an hour from 1 March 2027 in a statement on 23 September 2026. The Commission's call for comment on the 2027 rate closed on 4 September 2026.
